About this opportunity
The Department of the Interior Fish and Wildlife Service seeks herbicide treatment of approximately 1,578 acres of invasive annual grasses at Clear Lake National Wildlife Refuge in California, with proposals due September 4, 2026 at 1300 Central Time. This is a Total Small Business Set-Aside RFQ.
Place of performance is the Clear Lake NWR "The U" management unit and adjacent high-priority locations in Tulelake, California. The contractor must apply Rejuvra (indaziflam) at 5.0 ounces per acre or an approved equal product to treat cheat grass, medusahead, and North Africa grass, with the optimal application window from late summer through early fall (August–September). The contractor furnishes all personnel, equipment, herbicide, adjuvants, GPS mapping, and reporting; must hold or employ a subcontractor holding current California pesticide licenses and permits; and must maintain a minimum 150-foot vegetative buffer from water or aquatic habitats.
The period of performance runs from date of award through December 31, 2028. Pricing is on a per-acre basis covering all labor, travel, equipment, supplies, transportation, overhead, and profit, with payment based on actual acres treated and accepted. Final acreage may be reduced based on site conditions, environmental buffers, or available funding. This is a Firm-Fixed-Price contract under FAR Part 12 incorporating Service Contract Labor Standards wage determinations for six California counties. The NAICS code is 115310, Support Activities for Forestry. Evaluation uses a best overall value approach on Pass/Fail technical acceptability, requiring completed pricing, confirmed pesticide licensing, capability to perform all services, and pricing inclusive of all costs. Active SAM.gov registration with no exclusions is required. Offers must be submitted by email to Tanner_Frank@ios.doi.gov with subject line "RFO 140FS126Q0177."
