About this file
This document is an Offer Evaluation Information and Bid Schedule for a Request for Quote (RFQ) for invasive annual grass treatment services at Clear Lake National Wildlife Refuge.
The U.S. Department of Interior, Fish and Wildlife Service is soliciting quotations for herbicide application services on approximately 1,578 acres. Quotes are due September 4, 2026 at 1300 Central Time and must be submitted via email to Tanner_Frank@ios.doi.gov with the subject line containing "RFO 140FS126Q0177." The Period of Performance extends from the Date of Award through December 31, 2028. Vendors must provide a completed Bid Schedule with pricing for CLIN 0001 (Acre unit pricing) and any applicable equal-product information as individual PDF files. The quoted unit price must be all-inclusive of labor, travel, equipment, herbicide, adjuvants, fuel, supplies, transportation, GPS mapping, reporting, overhead, and profit. Payment will be based on actual acres treated and accepted at the awarded unit price, with final acreage potentially reduced based on site conditions, environmental buffers, or available funding.
Quotations will be evaluated using a best overall value approach on a Pass/Fail basis for technical acceptability. To pass, vendors must provide completed pricing, confirm that either they or their identified subcontractor/applicator holds required California pesticide licenses and permits, confirm capability to provide all necessary personnel and services specified in the Statement of Work, offer Rejuvra (indaziflam) or an approved equal product with supporting documentation, and confirm the per-acre price includes all costs for performance within required seasonal and site conditions. Failure to meet any Pass/Fail criterion results in removal from consideration. Active SAM.gov registration with no exclusions is required.
