About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting market research to identify potential sources capable of producing the C26-090 Moog Valve (Part Number 72049100) or a functionally equivalent component under NAICS Code 334513 and FSC Code 6685. This is a "Brand Name or Equal" competitive procurement designed to maximize competition while identifying vendors capable of delivering high-performance hydraulic components for the United States Air Force. Potential sources must demonstrate the capability to provide a direct drop-in replacement that maintains identical pressure ratings, flow rates, and response times as the original equipment manufacturer component, remains fully compatible with existing hydraulic and electronic control systems, and meets all relevant aerospace and Department of War safety and performance standards. The government will evaluate responses based on technical capability, quality certifications (AS9100, ISO 9001), production lead times, manufacturing capacity, established market pricing, warranty terms, and commercial availability. Written responses must be submitted no later than close of business on May 4, 2026, to Mark Todd at mark.todd.7@us.af.mil.
This procurement uses no set-aside designations and encourages participation from both large and small businesses, joint ventures, and teaming arrangements. The requirement specifies three units of Moog servo direct valves with a flow rate of 1.9 to 57 liters per minute, operating pressure of 3000 PSI, electrical step response of 4 to 17 milliseconds, and intrinsically safe certification for Class 1 Division 1 hazardous environments. Respondents must indicate whether they are the original equipment manufacturer, an authorized Moog distributor, or proposing an equal component, and those proposing equals must provide technical data demonstrating form, fit, function equivalence and direct drop-in capability. The government will not reimburse participants for any expenses associated with their participation in this market research survey, and participation does not guarantee involvement in future solicitations or contract awards. No specific award value or timeline for contract performance has been disclosed in this pre-solicitation notice.

PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the production data, expertise, capabilities, and experience to meet qualification requirements for the procurement of the Moog valve (Part Number: 72049100) or a functionally equal component (see Item Description) under NAICS Code 334513 and FSC Code 6685, in support of the United States Air Force. This requirement is being competed as "Brand Name or Equal" to maximize competition and identify vendors capable of delivering high-performance components that integrate seamlessly into existing systems.
To be considered capable of meeting this requirement, potential sources must be able to provide a component that meets or exceeds the following salient physical, functional, and performance characteristics: the item must be a direct drop-in replacement for Moog P/N 72049100 without requiring any modification to existing United States Air Force infrastructure; it must maintain identical pressure ratings, flow rates, and response times as the OEM component; it must be fully compatible with the existing hydraulic and electronic control systems currently in use; and it must meet all relevant aerospace and Department of War (DoW) safety and performance standards.
