About this opportunity
The United States Air Force Materiel Command Air Force Sustainment Center is conducting a market research survey to identify potential sources capable of providing one complete ET Portable Optical Emission Spectroscopy (OES) Testing System for USAF personnel use. The system is a specialized analytical laboratory instrument that includes 24 line items: a portable OES unit with arc and spark sources, trolley, argon regulator, standard and UV test probes with 4-meter hose lengths, carbon analysis capability for ferrous metals, multiple calibration modules for ferrous and nonferrous metals (Fe, Al, Cu, Ni, Ti, Co in both arc and spark configurations), battery pack with AC adapter/charger, metal database, and three days of installation training. Contractors responding to this market research must submit a 20-question Contractor Capability Survey addressing general capabilities, product specifications, technical performance, calibration traceability, training and support, warranty, consumables, compliance, and pricing by April 10, 2026, with the pre-solicitation notice due date of April 17, 2026. The evaluation criteria focus on the respondent's expertise, capabilities, and experience in meeting the specified technical and operational requirements. Questions regarding this market survey should be directed to Mark Todd at mark.todd.7@us.af.mil.
No set-asides have been designated for this procurement, though the government encourages respondents to identify any areas of work suitable for small business set-asides. No incumbent contractors or current contractors are named in the solicitation documents. The contract value and specific award amounts have not been disclosed in the pre-solicitation notice. The procurement is for a single complete system, and the service component includes three days of installation training totaling 24 hours of instruction. Both large and small businesses are encouraged to participate, and joint ventures or teaming arrangements are permissible. Participation in this market research does not guarantee inclusion in future solicitations or contract awards, and the government will not reimburse participants for expenses incurred in responding to this survey. The level of required security clearance and extent of allowable foreign participation have not yet been determined.
