About this file

This is a Sources Sought Synopsis (SSS) issued by the United States Air Force on 24 March 2026 for market research on the C26-078 ET Portable Optical Emission Spectroscopy (OES) Testing System.

The Air Force seeks to identify potential sources capable of providing one complete ET Portable OES Testing System for USAF personnel use. The required system includes 24 line items: the portable OES unit with arc and spark sources, trolley, argon regulator, standard and UV test probes (4m hose length), carbon analysis capability in iron, multiple calibration modules for ferrous and nonferrous metals (Fe, Al, Cu, Ni, Ti, Co in both arc and spark configurations with specific program identifiers), battery pack with AC adapter/charger, ferrous/nonferrous metal database, and 3 days (24 hours) of installation training. Responses must be submitted by 10 April 2026 via email to Mark Todd at mark.todd.7@us.af.mil. The government requests a 20-question Contractor Capability Survey addressing general capabilities (vendor identification, product specifications, technical performance, calibration traceability, training/support, warranty, consumables, compliance, and pricing) plus two commercial questions regarding catalog pricing and warranty/return processes. Respondents should identify any areas suitable for small business set-asides. Both large and small businesses are encouraged to participate; joint ventures and teaming arrangements are permissible. The level of required security clearance and foreign participation has not been determined. Participation in this market research does not guarantee inclusion in future solicitations or contract awards, and the government will not reimburse participant expenses.

B. Commercial Questions:

1. Are there established catalog or market prices for our requirement? If you offer this product and/or service to both U.S. Government and commercial sources, is the same workforce used for both the U.S. Government and general public? Is our requirement offered to both under similar terms and conditions? Briefly describe any differences.

2. Describe your standard warranty and return process for goods and services furnished to the government for items similar in nature to this requirement.
