About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 is seeking architectural and engineering services to evaluate and develop cost estimates for parking infrastructure improvements at the Syracuse VA Medical Center in Syracuse, New York. This Request for Information (RFI) requires a licensed structural engineer with specialized expertise in post-tensioned concrete parking structure evaluation, retrofit recommendations, and new parking structure design to conduct comprehensive studies. The scope includes evaluating options for extending the life of the existing 990-stall garage by addressing identified deficiencies, demolishing a 3,700 square-foot office building and constructing a replacement 130-180 stall parking structure, and developing cost estimates for potential complete garage replacement. While this is a sources sought notice rather than a formal solicitation and does not obligate the government to award a contract, responses must be submitted in writing to Michael Spivack by November 14, 2025, at 12:00 Eastern Time. The procurement falls under NAICS Code 541330 (Engineering Services) with a size standard of $25.5 million.
This opportunity carries no set-aside designation and represents a pre-solicitation phase with no identified incumbent contractors. The services are scheduled for a 2029 construction project timeline, with performance to take place at 800 Irvine Avenue, Syracuse, New York 13210. Key project components include relocating adjacent bulk oxygen storage tanks, achieving parking capacity for 130 to 180 stalls in a proposed three-level structure, and evaluating savings from cancellation of a 300-stall off-site J-lot parking lease upon completion of the replacement garage. The primary objective is to optimize parking infrastructure while potentially reducing operational costs associated with current off-site parking lease arrangements. No specific contract value or budget range has been disclosed in this sources sought phase.

The Syracuse VA Medical Center, 800 Irvine Avenue, Syracuse NY 13210 has a requirement for A/E services to perform the studies to estimate the costs associated with extending the life of the existing garage and constructing a new smaller parking garage in the location of building 16, to include:
Demolition of an existing 3,700 square foot single story office building (building #16), relocation of adjacent bulk oxygen storage tanks, and the construction of a small parking structure to accommodate 130 to 180 parking stalls which would replace a current off-site parking lease for overflow parking. The concept of such a small (three-level) parking structure is attached.
Extending the life of the existing 990 stall garage by correcting all identified deficiencies found during the investigation. Assume repairs, modifications, and upgrades to be made in a 2029 construction project for estimating purposes.
Savings due to cancellation of the 300-parking stall off-site J-lot parking lease upon completion of the replacement garage.
Developing a construction cost estimate for complete replacement of a 990 stall parking garage, including the demolition of the existing, at the estimated end of life where repairs and upgrades are no longer feasible.
Services shall be performed by a licensed structural engineer with experience and expertise in the structural evaluation of existing post-tensioned concrete parking structures and retrofit and repair recommendations to extend their useful life, and siting and designing new parking structures.
