About this opportunity

The Department of Veterans Affairs (VA) Network Contracting Office 7 has issued a Special Notice announcing its intent to sole-source award a firm-fixed price contract to Apogee Consulting Group for Construction Period Services (CPS). The contract is associated with Project 508-19-106, which aims to correct main tower window deficiencies at the Joseph Maxwell Cleland Atlanta VA Medical Center located in Decatur, Georgia. The project involves post-award engineering services for a design contract that has already been completed, with the current construction period scheduled to conclude no later than March 20, 2025. This procurement will be executed under Federal Acquisition Regulations (FAR) Subpart 6.302-1, which allows for awarding to only one responsible source when no other supplies or services will satisfy agency requirements. The Notice falls under NAICS code 541330 for Engineering Services, with a size standard of $25.5 million.

The primary purpose of this Special Notice is to inform the market of the VA's intent to negotiate and award the contract directly to Apogee Consulting Group without competitive bidding. While this is not a competitive solicitation, System for Award Management (SAM) registered firms are permitted to submit capability statements by January 30, 2025, at 3:00 PM EST, explaining how they could effectively operate in the same project footprint as the A/E contractor. Interested firms must demonstrate comprehensive working knowledge of potential project issues and be prepared to assume associated design liabilities. The VA will conduct market research, including reviewing any submitted responses, to determine whether to proceed with the sole-source approach or develop an alternative procurement strategy. The required services include construction submittal reviews, responding to contractor Requests for Information (RFIs), executing potential design changes, and participating in site visits and construction-related meetings to ensure the design of record is properly executed and interpreted.
