About this opportunity

The Department of Veterans Affairs Veterans Health Administration intends to award a sole source contract to Fellenzer Engineering LLP. The Special Notice regards remaining design services for facade and roof repairs to Wing A of the Stratton VA Medical Center in Albany, New York.

Fellenzer Engineering previously completed the original building condition survey and initial design phases for the project. The Special Notice aims to award the remaining design work on a sole source basis since Fellenzer possesses relevant background knowledge and base drawings. Interested and capable firms within 250 miles must notify the contracting officer by March 31st if they can complete the work at no additional cost, within the specified timeframe, while accepting design liability to be considered instead. No responses will result in sole source award to Fellenzer Engineering.

This is a notice of intent to award a sole source contract to:

FELLENZER ENGINEERING LLP

22 MULBERRY ST STE 2A

MIDDLETOWN, NY 10940

The Department of Veterans Affairs, Albany, NY VA Medical Center intends to award a firm fixed price sole source contract under the authority of 41 U.S.C. 253 Competition Requirements and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

The proposed sole source contract is for the procurement of the remaining design for 528A8-21-812 Façade A Wing Repairs at the Stratton VAMC in Albany, NY. The proposed contract action will be a firm fixed priced contract. The NAICS code is 541330 with size standard of $16.5 Million.

The original building-wide condition survey for the medical center was awarded and completed by Fellenzer. The survey was to be the basis for the preparation of construction drawings at a later date. Thus, Fellenzer was tasked with not only determining what defects needed to be corrected, but with determining specific quantities and general means to correct each of the deficiencies. Fellenzer already has the base drawings prepared as well as most of the instructive narrative. The Government believes Fellenzer is the only firm that can provide a timely and sufficient design since they performed all the necessary construction drawings, specifications and details for phase 1 and 2. Furthermore, Fellenzer already has the information needed to prepare the design and there would be a significant duplication of effort resulting in a delay if another AE firm had to prepare documents based on Fellenzer Facade design.

This notice is NOT a solicitation announcement, NOT a request for competitive quotes, NOT a request for proposals and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. However, if any firm within a 250-mile radius of the Albany Stratton VA Medical Center, 113 Holland Ave, Albany, NY believes that it possesses the capability of continuing the design to completion at no cost, providing the services required within a specified time and will accept the professional liability of design, you must give email notification no later than Friday, March 31, 2023 at 1PM EST to Nicholas.winne@va.gov.

Telephone requests/inquiries will not be honored.

The Government will not be responsible for any costs associated with the preparation of responses to this announcement. Responses received will be evaluated and a determination by the Government not to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responses are received, the VA will proceed with a sole source award to Fellenzer+ Engineering.
