About this opportunity

The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 10 intends to solicit architect-engineer design services for elevator replacement at two VA facilities, with a pre-solicitation response deadline of November 2, 2026. This is a Service-Disabled Veteran-Owned Small Business set-aside.

The scope covers complete design services—including schematics, design development, surveys, cost estimates, construction drawings, specifications, and construction period services—to upgrade and replace 21 elevators at the Cincinnati VA Medical Center (3200 Vine Street, Cincinnati, OH 45220) and the Ft. The elevators are deteriorated, outdated, or frequently out of service; several contain obsolete components no longer available for purchase, requiring full replacement to ensure reliability and maintainability. Additional work includes upgrades to doors, flooring, and ceiling finishes.

Evaluation will prioritize professional qualifications, specialized experience in elevator design and modernization, capacity to meet required timeframes, past performance on government and private sector contracts in terms of cost control and schedule compliance, local geographical knowledge of the Cincinnati and Northern Kentucky area, and experience delivering construction period services including field inspections, submittal review, RFI support, and contract change administration. Contractors must demonstrate commitment to utilizing service-disabled veteran-owned, veteran-owned, and other small businesses as subcontractors.

Interested parties submit a single SF 330 (maximum 50 pages, 15 MB) to ronald.heidemann@va.gov. Cited projects must be from the last five years.
