About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 7, issued a Notice of Intent to Sole Source on February 17, 2026, for construction period services related to Project No. 679-19-101 at the Tuscaloosa Veterans Affairs Medical Center in Alabama. The VA intends to award a firm-fixed-price contract to Barry Davis Architects PC under Federal Acquisition Regulations Subpart 6.302-1, which permits sole source awards when only one responsible source can satisfy agency requirements. This special notice addresses the need for engineering services during the construction phase of a project to correct critical access and ADA deficiencies in Building 61. The design contract is already 100 percent complete, and the requirement is to retain the architect of record to provide oversight and support during construction execution. The location is Tuscaloosa Veterans Affairs Medical Center, 3701 Loop Road, Tuscaloosa, Alabama 35404, and the NAICS code is 541330 (Engineering Services).
Although this is not a competitive solicitation, any System for Award Management (SAM) registered firm believed capable of meeting the requirements may submit a capability statement by February 4, 2026, demonstrating how it could effectively perform within the same project footprint as the design architect. The required services include construction submittal reviews, responses to contractor Requests for Information, execution of potential design changes, and attendance at site visits and construction-related meetings to ensure the original design intent is properly implemented. The construction performance period is 365 calendar days after issuance of the Notice to Proceed. Prospective firms must possess working knowledge of the design issues and assume associated liabilities to be considered as alternatives to Barry Davis Architects PC. Interested parties should direct inquiries to Contract Specialist Kimberly Devlin (kimberly.devlin@va.gov, 706-627-2796) and copy Contracting Officer Ryan Crispin (ryan.crispin@va.gov) on all correspondence.
