About this opportunity
The Department of Veterans Affairs (VA) Network Contracting Office 7 has issued a Special Notice announcing its intent to award a sole-source, firm-fixed-price contract to RDC + EA, L.L.L.P. for construction period services (CPS) at the Tuscaloosa VA Medical Center. The contract is associated with Project No. 679-19-105, which involves replacing a generator and fuel tank in Building 139. The design contract for this project is already 100% complete, but CPS services are still needed as construction continues. The project is located at 3701 Loop Rd. E in Tuscaloosa, Alabama, with a construction period of performance scheduled to complete no later than March 7, 2025. The procurement will be conducted under NAICS code 541330 with a size standard of $25.5M.
The primary objective of this Special Notice is to retain the original architect-engineer (A-E) designer of record for post-award activities related to the construction contract. Contractors interested in providing input must be registered in the System for Award Management (SAM) and can submit a capability statement explaining how they would effectively operate in the same project footprint. The deadline for submissions is February 6, 2025, at 10:00 AM CST. Potential contractors must demonstrate a comprehensive working knowledge of potential design issues and be prepared to assume associated liabilities. The VA emphasizes that this notice is not a request for competitive proposals, and the government retains sole discretion in determining whether to pursue an alternative procurement approach based on market research and received responses. No reimbursement will be provided to firms developing responses, and no solicitation package will be issued.
