About this opportunity

The Department of Veterans Affairs (VA) Network Contracting Office 7 has issued a Special Notice announcing its intent to sole source a firm-fixed-price contract to Toland Mizell Molnar LLC for construction period services (CPS) at the Joseph Maxwell Cleland Atlanta VA Medical Center in Decatur, GA. The contract is associated with Project No. 508-19-104, which aims to correct electrical and nurse call system deficiencies. The design contract is already 100% complete, but CPS services remain necessary as construction continues through March 14, 2025. The procurement will be conducted under Federal Acquisition Regulations (FAR) Subpart 6.302-1, which allows for awards to only one responsible source when no other supplies or services will satisfy agency requirements.

The primary objective of this Special Notice is to provide engineering services for post-award activities related to the construction contract, including construction submittal reviews, responding to contractor Requests for Information (RFIs), executing potential design changes, and attending site visits and construction meetings. While this is a planned sole-source award, System for Award Management (SAM) registered firms are invited to submit capability statements by January 31, 2025, at 3:00 PM EST, explaining how they could effectively operate in the same space as the architect-engineer contractor. Interested contractors must possess comprehensive working knowledge of potential design issues and be willing to assume associated liabilities. The NAICS code for this opportunity is 541330 with a size standard of $25.5 million. The VA will use any received responses to conduct market research and determine whether to develop an alternative procurement approach, with the ultimate decision remaining at the government's sole discretion.
