About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is seeking information from manufacturers about developing drag-reducing finlets for C-130J-30 aircraft to enhance aerodynamic performance, fuel efficiency, and aircraft stability. This Request for Information (RFI) aims to understand the current state-of-the-art finlet technology for large transport aircraft and its applicability to the C-130J-30 platform, which plays a vital role in AFLCMC/WLN mission operations both domestically and internationally. Respondents must provide comprehensive technical information including finlet design parameters, structural integration considerations, performance improvement estimates, cost projections, manufacturing capabilities, material specifications, and production processes. The government is requesting detailed company backgrounds, technical feasibility assessments, and manufacturing experience in their submissions. All responses must be submitted electronically in PDF format, not exceeding 20 pages, to William Odom by August 29, 2025.

This pre-solicitation notice does not include any set-aside designations, indicating it is open to all qualified contractors without restrictions for small businesses or other designated groups. The solicitation number FA850425SFINLETS is currently in the pre-solicitation stage, and no incumbent contractors or current service providers are mentioned in the documentation. The RFI does not specify budget ranges or potential award values, as this is an information-gathering exercise rather than a formal procurement solicitation. No specific quantities of finlets are mentioned, though the focus is on modifications for the C-130J-30 aircraft fleet. The government emphasizes that this RFI is for informational purposes only and does not constitute a commitment to purchase, suggesting that any future procurement would follow after evaluating the responses received.
