About this opportunity

The Air Force Sustainment Center, within Department of the Air Force Materiel Command, is conducting market research to identify sources capable of repairing, overhauling, and modifying C-130 NP2000 propeller depot-level repairable items used by the USAF and USN, with responses due November 11, 2026. No set-aside is used. This is the second or subsequent competitive repair of this asset. Qualifying sources must hold the repair data, expertise, and capability needed to meet qualification requirements, because the required technical data is owned by approved source(s) and the Government considers acquiring that data by purchase or reverse engineering uneconomical. The notice table lists 19 NSN/part-number pairs covering actuator valve modules, propeller hubs and blades, pitch change actuators, adapters, electronic propeller controls, spinners, a pump housing, and electronic valve housings.

The contractor must furnish all material, support equipment, tools, test equipment, and services, and must provide, maintain, and calibrate support equipment at its facility or a subcontractor's facility. Work includes teardown, analysis, overhaul, testing, spare parts procurement, package handling, storage, transportation, data collection, and engineering support. Items must be returned to Ready-for-Issue condition per C-130 SPO engineering's validated OEM Commercial Maintenance Manuals. Services also include obsolete parts resolution and engineering support for Deficiency Reports and Material Improvement Projects.

The attached RFI's Contractor Capability Survey asks about classified material handling, production capacity, configuration management, and inventory management. Responses go to Justin Crosby, Logistics Management Specialist, 409 SCMS/GUMBB, Robins AFB, Georgia. The RFI's derived summary cites 17 components and a May 7, 2021 response deadline; the notice's structured due date is November 11, 2026, and the summary's date predates this posting. Large and small businesses, joint ventures, and teaming arrangements are encouraged to respond.
