About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is soliciting repair services for seven C-5 Fluid Regulating Valves (NSN: 4820-00-185-1032, Part Number 7720140-101) used exclusively on C-5 Galaxy military transport aircraft. These valves are critical components of the aircraft's fire suppression system, designed to sense differential pressure between liquid nitrogen feedlines and prevent fuel tank over-pressurization by directing higher pressure to the valve pressure limiter port. The procurement is structured as a one-time, firm-fixed price contract requiring repairs to be conducted in accordance with Air Force Technical Manual 13F7-19-3 and accompanying technical drawings. This is a 100% full and open competition under FAR 6.101(a) and FAR 13.104, with quotes evaluated according to the attached Request for Quote documentation. The current proposal submission deadline is September 18, 2025, at 5:30 PM EST, following multiple amendments that have extended the original deadline from July 2025.
This solicitation operates under no set-aside designation and is open to all responsible sources capable of meeting the technical requirements. No incumbent contractors or current service providers are identified in the documentation. The contract requires delivery within 45 days after receipt of the valve carcasses, with all assets to be shipped FOB Origin to DLA Distribution Warner Robins at Robins Air Force Base, Georgia. The procurement includes multiple contract line items covering valve repair services, beyond economic repair assessments, and various data deliverables including Government Property Inventory Reports, Supply Chain Risk Management Plans, and Quality Program Plans. Performance will take place in Warner Robins, Georgia, with specific packaging requirements mandating compliance with military standards MIL-STD-129 and MIL-STD-2073-1, including heat-treated wooden packaging materials to prevent invasive species transmission.

C-5 Fluid Regulating Valve
NSN: 4820-00-185-1032
PN: 7720140-101
This requirement is a one-time, firm-fixed price procurement for repair of the C-5 Fluid Regulating Valve for use on United States Air Force (USAF) aircraft, NSN: 4820-00-185-1032, Part Number 7720140-101, quantity seven (7) each. The C-5 fluid regulating valve was designed specifically for the C-5 Galaxy aircraft which is a military transport aircraft. This part is peculiar to and will only be used on the C-5 Aircraft. The valve, PN 7720140-101, consists of an aluminum alloy housing and cover, a rubber-coated Dacron fabric diaphragm assembly and a mounting bracket. No external controls are required to operate the valve as pressure from the two aircraft liquid nitrogen (LN2) feedlines are fed through the valve, actuating the diaphragm assembly if the pressures are unequal. The valve senses the differential pressure between the two aircraft liquid nitrogen (LN2) feedline pressures at the fuel tank heat exchanger in the fire suppression system (FSS), then selects and directs the higher pressure to the valve pressure limiter port. The higher pressure is then applied to the Pressure Limiter Valve which monitors the regulator outlet pressure on both the right and left fuel tank systems to prevent fuel tank over-pressurization The Fluid Regulating Valve should be repaired IAW with Air Force (AF) Technical Manual 13F7-19-3 and the attached drawings.
Delivery is 45 days after receipt of (ARO) CARCASS. All assets will be shipped FOB Origin.
NO TELEPHONE REQUESTS WILL BE HONORED, and no hard copies will be mailed out.
This proposed contract action is a 100% full and open competition, IAW FAR 6.101(a) and FAR 13.104 . All responsible sources may submit a quotation, which shall be considered by the agency. Additional supporting documentation may be required after receipt of quoatation.
Quotes will be evaluated, and award made in accordance with the attached Request for Quote (RFQ). All questions regarding the RFQ must be submitted in writing (by email) to:
