About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Tinker Air Force Base is conducting a Request for Information to identify sources for procurement and missionization of a single Boeing 737-700 aircraft into a C-40C military transport configuration, with industry responses due by May 15, 2026.

The RFI seeks market research on aircraft availability, technical capability, delivery timelines, cost, and potential contractors before formal solicitation. No set-aside is anticipated. The contractor must procure a used 737-700 Increased Gross Weight airframe and perform complete engineering, integration, and delivery of a fully missionized aircraft functionally equivalent to the Air Force Reserve Command C-40C stationed at Scott Air Force Base, Illinois, configured for Distinguished Visitor airlift operations.

Distinctive technical requirements include installation of a Glass Cockpit avionics suite with dual Flight Management Systems, navigation systems (TACAN, IRS, GPS), surveillance systems (TCAS II, EGPWS, Radio Altimeter compliant with 5G standards), military-unique equipment including APX-119 IFF Transponder with Mode 5 and ARC-210 UHF communications, command communication systems (HF, VHF, UHF radios, ACARS, SATCOM), and mission connectivity infrastructure with Starlink/Starshield provisions. The aircraft must maintain FAA Type Certification, obtain Supplemental Type Certificates for military modifications, and comply with cybersecurity controls per NIST SP 800-53 R5 and the Risk Management Framework. Personnel require a minimum SECRET clearance. The aircraft must support at least 15 years of continued service based on maintenance history and structural integrity. Deliverables include comprehensive technical data packages, program management plans, systems engineering data, and Return to Service documentation. Interior cabin furnishings and Self-Defense Systems installation are excluded.
