About this file
This file is a Questions to Industry document supporting a Request for Information (RFI) issued by the Department of the Air Force Materiel Command Lifecycle Management Center at Tinker Air Force Base. The RFI seeks market research on the availability and sourcing of a single Boeing 700-series aircraft (C-40C B700) for fleet expansion purposes. Rather than prescribing specific requirements, the document presents targeted questions designed to gather industry input on aircraft availability, technical capabilities, delivery timelines, cost considerations, and potential sources for this military transport aircraft acquisition.
The questions to industry format indicates this is part of preliminary market research activities prior to formal solicitation. The document does not establish binding requirements, response dates, pricing terms, or award information, as those details would be included in a subsequent formal solicitation following the RFI phase. This RFI represents an early-stage effort by the Department of the Air Force to understand the current market landscape and identify qualified potential contractors before initiating full acquisition procedures for the C-40C fleet expansion requirement.

Issuing Office: Department of War (DoW) Date of Issuance: February 2, 2026 Response Due Date: March 4, 2026, 12:00 PM CST
1.0 Background
The DoW has a requirement to procure a single, pre-owned Boeing 737-700 Increased Gross Weight (IGW) series aircraft to expand the C-40C fleet. The Government is seeking to understand the current market availability, aircraft condition, and estimated costs associated with such an acquisition.
The Boeing C-40C is a militarized version of the BBJ 737-700 IGW which is a versatile, medium-range airlift aircraft operated by the U.S. Air Force Reserve Command for transporting high-priority personnel (Cabinet, Congress, and senior leaders). It features a 737-type flight deck, flexible cabin configuration (42–111 passengers), and specialized communications.
In accordance with the attached Draft Statement of Work (SOW), the awardee of this acquisition will not be required to install the aircraft Self Defense System, executive interior and furnishings, nor apply exterior paint.
2.0 Requested Information
Interested parties are requested to provide responses to the following questions. Please be as detailed and specific as possible.
2.1 Aircraft Life and Condition Identification and History
1. Aircraft may have no more than 15,000 total flight hours and be under 11,000 cycles. Provide a detailed summary of the remaining structural life in terms of flight hours and cycles and include the date and findings of the most recent heavy maintenance check.
2.2 Identification and History
1. Provide the full serial number, tail number, and a detailed operational history of the Boeing 700-series aircraft, including all previous owners and operators.
2. Describe your proposed approach for sourcing a suitable used Boeing 737-700IGW airframe that meets the specified criteria, including a maintenance and structural history sufficient to support a service life. What are the current market challenges and risks you anticipate in acquiring this specific airframe?
2.3 Engine Life and Condition
1. For each engine, provide the make, model, and serial number. State the total time and cycles since new, and the time and cycles remaining until the next scheduled overhaul for each life-limited part. If the aircraft is without engines, provide a cost for 2 replacements.
2.4 Avionics and Mission Systems
1. The draft SOW requires the installation of an avionics suite, communications systems, extended range capabilities, and mission backbone that are "functionally equivalent" to the existing C-40C fleet. Describe your technical approach to meeting this requirement, including how you would identify and integrate the necessary components. Please identify any potential long-lead items or integration risks.
2. The aircraft must be delivered ready for future installation of Government Furnished Property (GFP), such as executive interiors and a Self-Defense System (SDS). Describe your engineering approach to installing the necessary structural and electrical "backbone" and provisions to facilitate this future work with minimal rework.
3. What is your technical approach to integrating military-unique systems, such as Identification Friend or Foe (IFF) with Mode 5 onto a commercial platform while maintaining FAA airworthiness?
4. Provide a complete list of all installed avionics and mission systems, including manufacturer, model, and current software version. State the current operational status of each system if available.
2.5 Maintenance History and Records
1. Provide a summary of the aircraft's maintenance history, including a list of all major repairs and alterations. Confirm that all maintenance records, from birth to present, are complete and available for inspection in a digital and searchable format.
2.6 Cost and Pricing
1. What is the estimated market price for the aircraft? Provide a detailed breakdown of any additional costs, such as taxes, brokerage and other fees, and any included spare parts or ground support equipment.
2. What types of contract incentive structures should the Government consider to incentivize cost and schedule savings?
2.7 Aircraft Delivery
1. Describe the proposed delivery process, including the timeline from contract award to delivery, the location of the aircraft for inspection and acceptance, and whether a ferry flight to a designated DoW facility would be included in the purchase price.
2.8 Modifications and Compliance
1. Contractors must establish working Original Equipment Manufacturer (OEM) relationships to access necessary fleet support data. These relationships include establishing agreements allowing the Contractor to obtain approved data and technical support necessary to maintain the fleet airframe, engines, accessories and systems IAW FAA civil airworthiness standards. Describe your approach in establishing these agreements or your history working with OEM.
2. Detail all known modifications and Supplemental Type Certificates (STCs) incorporated into the aircraft. Confirm the aircraft's current compliance with all applicable Federal Aviation Administration (FAA) and/or military airworthiness directives and regulations.
3. Describe your experience with the FAA certification process, specifically in obtaining STCs for major modifications on 14 CFR Part 25 aircraft.
4. What is your approach to documenting and gaining approval for military-unique modifications that cannot meet civil FAA regulations and require a Military Flight Release (MFR)?
2.9 Experience and Capabilities
1. Describe your company's experience as a prime contractor and lead systems integrator for aircraft modification programs of similar size, scope, and complexity. Please provide specific examples, particularly involving the modification of commercial derivative aircraft for military or government use.
2. Describe your company's existing facilities, including hangar capacity, secure work areas, and engineering labs.
2.10 C-40C Configuration Modification Feasibility
1. Describe your capability and the technical feasibility of modifying the proposed aircraft to meet required specifications of the Boeing C-40C configuration. At a minimum, your response must include:
a. A technical assessment confirming the proposed airframe is a suitable candidate for C-40C modification.
b. A summary of your company's past performance and direct experience in executing similar complex modification programs on Boeing 737-700IGW series or like aircraft.
2. Based on the requirements, provide a notional, high-level project schedule from contract award to final aircraft delivery. Please identify the top three program risks you foresee and your proposed mitigation strategies for each.
3. Please review the attached Draft SOW and provide any feedback with your response to this RFI.
2.11 Vendor Information and Past Performance
1. Provide your company's CAGE code and a summary of your past performance in selling and delivering similar aircraft to government or military customers within the last five years.
2. Describe your corporate capabilities and established processes for implementing the Risk Management Framework (RMF) to achieve an Authority to Operate (ATO) for Platform Information Technology (PIT) systems.
3. The draft SOW emphasizes Supply Chain Risk Management (SCRM). Detail your approach to ensuring the use of trusted suppliers and your plan for preventing, detecting, and mitigating the risk of counterfeit electronic parts throughout the program's lifecycle.
4. Describe your process for creating, managing, and delivering a comprehensive technical data package (e.g., updated manuals, wiring diagrams, and engineering data) with Government Purpose or Unlimited Rights.
5. Describe how your company would incorporate small business opportunities within this acquisition.
