The training must be conducted at an FAA-certified facility with a Level D, Category IIIa capable full flight simulator configured with USAF operational software, covering multiple training courses including Initial Qualification, Refresher, Recurring Evaluation, Requalification, and Senior Officer Training. Key contract requirements include using FAA-approved instructors who are US citizens, implementing specific training methodologies like Crew Resource Management and Threat and Error Management, and following USAF cockpit procedures and checklists. The sources sought notice indicates that interested vendors must submit a 10-page capabilities statement by 3:00 PM CDT on May 6, 2025, with the anticipated contract award date no later than November 1, 2026. Evaluation will likely focus on meeting technical specifications, instructor qualifications, and facility capabilities.

The current contract is held by Flight Training International, a Veteran-Owned Small Business. The performance period is five years with a potential six-month extension, with an estimated annual training volume of approximately 30 initial qualification pilots, 200 refresher pilots, and 120 recurring evaluation pilots. While specific budget details are not explicitly stated, the size standard suggests potential contract values could approach $30 million. Training will be conducted Monday through Friday at the contractor's facility, with a focus on comprehensive pilot training across various mission-critical scenarios and skill development for the executive airlift community.
