About this opportunity

The Department of the Air Force's Air Combat Command is conducting market research for the procurement of custom engine inlet covers for their C-135 variant aircraft fleet, specifically for Cobra Ball and Combat Sent aircraft. The requirement involves manufacturing 4 engine inlet covers for each of the 5 total aircraft, with specific design specifications including size (78-inch diameter), color variations (blue for Cobra Ball, black for Combat Sent), and unique insignia and text requirements. The covers must be tambourine-type with 2-way collapsible padded metal tubing and include a perforated center square for laminar airflow, along with accompanying storage bags. This pre-solicitation notice is seeking potential vendors who can meet these specialized requirements, with interested parties instructed to submit letters of interest and capabilities to Contract Officer SrA Craig Johnson by January 28, 2025. The market research will determine whether an official solicitation will be issued based on vendor interest and capabilities.

The opportunity is designated as a total small business set-aside, targeting manufacturers in the Other Aircraft Parts and Auxiliary Equipment Manufacturing sector (NAICS 336413) with expertise in aircraft ground servicing equipment. While no specific award value is mentioned, the procurement involves producing 20 total engine inlet covers (4 per aircraft across 5 aircraft) with highly customized design specifications. The procurement aims to modernize the 55th Maintenance Group's current equipment and enhance unit pride during high-visibility events such as airshows, exercises, and distinguished visitor tours. The covers will be tailored to specific tail numbers: 61-2662, 61-2663, 62-4128 for Cobra Ball aircraft, and 64-4847 and 64-4849 for Combat Sent aircraft. No incumbent contractors are identified in the documentation, suggesting this may be a new procurement approach for the Air Combat Command.
