About this opportunity
The Department of the Air Force Air Education and Training Command issued a Sole Source Justification Notice for a contract with Lockheed Martin Corporation to provide C-130J aircrew and maintenance technician simulator and academic training. The contract, awarded under FA300225D0003, is a firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) agreement valued at an undisclosed amount. The justification for sole sourcing stems from Lockheed Martin's Hercules Training Center in Marietta, Georgia being the only U.S. contractor facility with level "D" C-130J simulators featuring six degrees of freedom, and the only source with fully developed training materials specifically tailored for Foreign Military Sales customers. The contract was awarded on January 24, 2025, under the authority of 10 U.S.C 2304(c)(1), which allows for procurement from a single source when no other suppliers can meet agency requirements. The training services are particularly critical for supporting International Military Students who require specialized simulator access and comprehensive C-130J training resources not consistently available through Department of Defense facilities.
