About this opportunity
The United States Air Force Materiel Command (AFMC), specifically the Air Force Life Cycle Management Center (AFLCMC), intends to negotiate a sole source contract with Lockheed Martin (LM) Rotary and Mission Systems for production and modifications of C-130J training devices. The contract will be a 10-year Indefinite Delivery, Indefinite Quantity (IDIQ) agreement, structured with a 5-year base period and 5-year option period. The procurement will focus on Advanced Training Devices (ATDs) and Maintenance Training Devices (MTDs) for C-130J systems to be delivered to global locations. The government is pursuing this contract under the statutory authority 10 U.S.C. 3204(a)(1), which allows for non-competitive procurement when only one responsible source can satisfy agency requirements. All potential responses must be submitted electronically in Microsoft Word or PDF format to kyle.patko@us.af.mil by 4:00 PM EST on April 24, 2025, with the government reserving discretion to determine whether to open the requirement to competition.
The contract is not set aside for any specific business category and is valued at over $100 million. Lockheed Martin is the incumbent and proposed sole source contractor, having historically provided C-130J training systems since 2000. The contract will support multiple Department of Defense customers, including the US Air Force, US Navy, US Coast Guard, and US Marine Corps, and aims to meet increasing training requirements for the C-130J fleet, which is expected to expand by 53 new aircraft by 2029. The training devices will include Weapon Systems Trainers, Loadmaster Fuselage Trainers, Multi-Function Training Aids, and Enhanced Integrated Cockpit Systems Trainers. Lockheed Martin was selected due to its unique proprietary data and technical capabilities specific to C-130J training systems, which position the company as the only viable contractor for these specialized training solutions.
