About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the C-130J Maintenance and Aircrew Training Systems (MATS) IV contract. The Air Force intends to award a 10-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Lockheed Martin (LM) Rotary and Mission Systems, valued at over $100M. The contract will provide production, modification, and support for various training devices for C-130J aircraft, including Weapon Systems Trainers, Loadmaster Fuselage Trainers, Multi-Function Training Aids, and Enhanced Integrated Cockpit Systems Trainers.
The acquisition is being pursued as a sole source contract under 10 USC 3204(a)(1), with LM identified as the only source capable of producing these highly specialized training devices. The contract will support multiple customers including the US Air Force, US Navy, US Coast Guard, and US Marine Corps. LM possesses unique proprietary data and technical capabilities for C-130J training systems, and has historically been the sole contractor for previous C-130J MATS contracts since 2000. The contract aims to meet increasing training requirements for the C-130J fleet, which is expanding by 53 new aircraft by 2029, and will provide concurrent simulation and training solutions for pilots, loadmasters, crew-masters, and maintainers.
