About this opportunity

The Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base issued a Special Notice on June 24, 2026, disclosing Q&A responses from a June 16, 2026 Virtual Industry Day regarding the C-130H Formation Positioning System (FPS) replacement program pre-Milestone-B planning phase. The notice does not restrict participation to any set-aside category.

The Government conducted the industry day to solicit feedback on the Draft RFP (notice ID: FPS2026130H) and address contractor questions on acquisition strategy and technical requirements. The procurement strategy is based on FAR Part 6 with consideration of Other Transaction Authority (OTA) if deemed in the Government's best interest. Contract structures will primarily use Firm Fixed Price, though Cost-type contracts may be considered for specific CLINs. Earned Value Management is mandatory for progress tracking despite the FFP approach. The Government mandates use of the MILACAS-FR sensor for the Group B kit design and confirms that Low Probability of Intercept/Low Probability of Detection specifications are not being levied, as the current SKE system does not include such requirements. The C-130J FPS Engineering and Manufacturing Development contract was awarded to Lockheed Martin (Marietta, Georgia) in June 2026. The Government solicits industry input on alternative approaches for maintaining schedule adherence and incentive structures to ensure quality throughout the program lifecycle. A download of the complete Q&A document is available through the posted notice, with a due date of July 31, 2026.
