About this file

This is a Question and Answer document from the C-130H Formation Positioning System (FPS) Virtual Industry Day held on June 16, 2026, by the Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base. The document addresses industry inquiries regarding the pre-Milestone-B planning phase for the C-130H FPS replacement program and provides Government responses on acquisition strategy and technical requirements.

Key acquisition details include: the Government's current approach is based on FAR Part 6, though Other Transaction Authority (OTA) may be considered if deemed in the best interest of the Government; the contract will primarily utilize Firm Fixed Price (FFP) structures, though Cost-type contracts may be considered for specific Contract Line Items (CLINs); and Earned Value Management (EVM) will be required for progress oversight despite the FFP approach. The Government mandates use of the MILACAS-FR sensor for the Group B kit design, eliminating the need for contractor market surveys. Technical requirements confirm that Low Probability of Intercept/Low Probability of Detection (LPI/LPD) specifications are not being levied, as the current SKE system does not include such requirements, though MILACAS-FR offers these as optional features. Additionally, the C-130J FPS Engineering and Manufacturing Development (EMD) contract was awarded to Lockheed Martin (Marietta, GA) in June 2026. The program prioritizes swift fielding while ensuring operational effectiveness, and the Government is soliciting industry input on alternative approaches for maintaining schedule adherence and incentive structures to ensure quality throughout the program lifecycle.

C-130H FPS Industry Day Q&A June 2026

Questions:
Answers:
Will the Government consider doing an OTA (Other Transaction Authority) rather than a FAR (Federal Acquisition Regulation) contract?
While the program office’s current acquisition & contracting approach is based on an RFO Part 6 activity, the Government may consider pursuing an OTA if deemed in the best interest of the Government to do so. Please submit any proposed alternative with rationale when responding to the request for feedback on the Draft RFP.
Is it possible to send the slides presented during the general session to participants?
Yes, all registered participants have been notified of the availability of the presentation by downloading from DoD SAFE.
Can the Government share who the awardee is for the C-130J FPS development?
Yes, the C-130J FPS EMD contract will be awarded to Lockheed Martin (Marietta, GA) later this month (June 2026).
Does the Government anticipate issuing this contract as a Cost-Plus type contract or Firm Fixed Price (FFP)? Will either type of offer be accepted?
While the program office’s current general contracting approach for this effort is primarily FFP, Cost type contracts may be considered/used for specific CLINs.
What’s the intent behind the Government’s question regarding contract incentives to ensure quality throughout the program’s life cycle?
While the timeline to fielding the system is a top priority and Fixed Price contract inherently motivates speed of completion, the USAF also needs the system to effectively meet operational needs. As such, the Government is seeking Industry input on how to not only field the system as swiftly as possible, but also how to ensure it actually works.
Is the absence of a probability of intercept requirement from the SRD intentional?
Yes, the current SKE system does not include LPI/LPD specifications so the Government is not levying any LPI/LPD-related requirements for the replacement system. That said, the MILACAS-FR does include LPI/LPD as optional features.

Of particular note, however, are the FPS encryption requirements that align to the latest DoW standards.

Has the Group B been determined, or will the H FPS prime integrator need to research and select a solution that is compatible with the C-130J FPS?
For a number of reasons, the program office is requiring use of the MILACAS-FR sensor for the H FPS technical solution. There is no need to conduct a market survey for the Group B kit design.
If the contract is FFP, why is Earned Value Management (EVM) required?
For this activity, executing to a well-crafted plan is integral to fielding the FPS capability as swiftly as possible. As such, the program office seeks to maintain oversight of progress and identify schedule variances as they arise. EVM allows the Government to effectively do that in a timely manner. That said, the program office is open to other alternative approaches & tools and requests Industry input on how to best ensure the program remains on track through development and fielding.
