About this opportunity
The United States Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is seeking sources for C-130H Center Wing Box (CWB) replacement kits and associated engineering support. The procurement aims to obtain new fabricated parts, wire harnesses, and complete installation kits for enhancing the service life of C-130H aircraft. Potential contractors must demonstrate expertise in aircraft modification support, sustainment engineering, logistics engineering, and technical documentation development. Offerors are required to design and manufacture tooling, provide center wing assemblies, and support installation verification, with capabilities spanning areas like prototyping, parts obsolescence resolution, and engineering analyses. The market research response is due by June 8, 2025, with an anticipated contract award in May 2026, and interested companies must submit detailed capability statements demonstrating their technical and logistical competencies.
The procurement is not set aside for any specific business category and is intended to be awarded to Lockheed Martin Aerospace under sole source authority using Federal Acquisition Regulation 6.302-1. The contract will cover eight initial CWB kits, with potential for future purchases, and is scheduled for kit deliveries between fiscal years 2028 and 2035. The contract duration is planned from May 2026 to April 2035, with performance occurring at the contractor's facilities. While a specific award value is not disclosed, the comprehensive requirements suggest a significant procurement involving complex aircraft structural modifications and extensive engineering support. Contractors will be expected to deliver complete CWB modification kits including components such as trailing edges, flap tracks, fuel bladders, wing attach angles, truss mounts, aft nacelles, main landing gear beams, and associated hardware, wiring, and plumbing.

Description: Offerors must demonstrate the ability to supply new fabricated parts, wire harnesses, and all other miscellaneous parts required to successfully install C-130H Enhanced Service Life (ESL) CWB modification kits into C-130H aircraft.
Offerors must be able to deliver C-130H center wing assemblies as part of an installation kit. Tooling required to manufacture the CWB and related structural components is not available, so prospective offerors must design, manufacture, and/or otherwise acquire the tooling required to produce CWB kits. In addition to the center wing structure, kits must include trailing edges, flap tracks, fuel bladders, wing attach angles, truss mounts, aft nacelles, main landing gear beams, and all hardware, wiring, and plumbing required to install an ESL CWB.
Offerors must be able to provide engineering support to aid in the resolution of kit deficiencies and structural damage that may occur during production and installation of the center wing box.
Additional engineering support efforts may include, but are not limited to, identifying and correcting obsolete parts and diminishing supplier issues, performing engineering analyses, prototyping, performing reliability and maintainability improvements, and providing engineering data.
If not previously qualified as a supplier, offerors will support trial installation and verification installations of the ESL CWB kit on C-130H aircraft.
Kit and reference drawings necessary to accomplish the retrofit, new record Time Compliance Technical Orders (TCTOs) and kit lists, and electrical wiring drawings may be required as part of this acquisition. Offerors must be able to develop new, or update existing technical orders, to include new or updated NDI procedures, new or updated corrosion grind out and prevention data, and new or updated inspection and repair procedures for the center wing.
Offerors require proven experience in providing support to large military aircraft in the following areas:
- Aircraft Modification Support
- Sustainment and Depot Engineering Support (T.O. 00-25-107 and AFMC Form 202 responses)
- Logistics Engineering Support
- Field Representation (temporary duty/off station support)
- Technical Order Verification and Validation
- Technical Reports
- Technical Meetings and Reviews
- Contractor Program Management (Program Management Reviews/Quarterly Reports)
- Diminishing Manufacturing Sources & Material Shortages (DMSMS)
- Drafting support for engineering drawings and Technical Order illustrations
- International Technical Assistance Requests
