About this file

This is a Request for Information (RFI) issued by the C-130 System Program Office at Robins Air Force Base to conduct market research for a future contract to support C-130H Center Wing Box (CWB) replacement kits. The government anticipates releasing a Request for Proposal in the 3rd Quarter of Fiscal Year 2025, with a contract period from May 2026 to April 2035, targeting NAICS Code 336411 (Aircraft Manufacturing).

The RFI seeks contractors with extensive experience in C-130H aircraft structural modifications who can supply fabricated parts, wire harnesses, and complete CWB installation kits. Specific requirements include delivering center wing assemblies, engineering support for parts obsolescence, prototyping, reliability improvements, and technical documentation updates. Offerors must demonstrate capabilities in areas such as aircraft modification support, sustainment engineering, logistics engineering, technical order verification, and program management. The solicitation encourages participation from both large and small businesses, with joint ventures and teaming arrangements welcomed. Interested parties must submit a detailed capability survey electronically by a date to be determined, with the eventual contract likely to be awarded to Lockheed Martin Aerospace under a sole source authority.

The Government is anticipating a follow-On Contract under NAICS Code 336411 with an estimated request for proposal (RFP) release in 3rd Quarter Fiscal Year 2025 (3QFY25). The period of performance for the follow-on contract is estimated to be from May 2026 to April 2035.

336411 – Aircraft Manufacturing This U.S. industry comprises establishments primarily engaged in one or more of the following: (1) manufacturing or assembling complete aircraft; (2) developing and making aircraft prototypes; (3) aircraft conversion (i.e., major modifications to systems); and (4) complete aircraft overhaul and rebuilding (i.e., periodic restoration of aircraft to original design specifications).

Interested parties should have documented professional knowledge and experience in providing material and services supporting the C-130H aircraft and its structural components.

To support the task requirements, provide required fleet support, and maintain maximum aircraft availability, it is imperative that the contractor has an extensive background in providing C-130 major structural assemblies as well as the components, documentation, and support for installing them. The contractor must formulate solutions to issues arising in the development, delivery, installation, and logistics support of C-130 CWB replacement kits.

Performance Requirements Offerors must demonstrate the ability to supply new fabricated parts, wire harnesses, and all other miscellaneous parts, as necessary to successfully install C-130H Enhanced Service Life (ESL) CWB modification kits into the specified aircraft. Offerors must be able to deliver C-130H center wing assemblies as part of an installation kit, to include the center wing structure, trailing edges, flap tracks, bladders, wing attach angles, truss mounts, aft nacelles, main landing gear beams, and all required hardware, wiring, and plumbing.

Engineering efforts will include, but are not limited to, identifying and correcting obsolete parts and diminishing supplier issues, performing engineering analyses, prototyping, performing reliability and maintainability improvements, and providing engineering data. If not previously qualified as a supplier, offerors will support trial installation and verification installations of the ESL CWB kit on C-130H aircraft. Offerors must be able to provide engineering support to aid in the resolution of kit deficiencies and structural damage that may occur during production and installation of the center wing box. The kit drawings and reference drawings necessary to accomplish the retrofit, new record Time Compliance Technical Orders (TCTOs) and kit lists, and electrical wiring drawings will be delivered as part of this acquisition. Offerors must be able to develop new, or update existing technical orders, to include new or updated NDI procedures, new or updated corrosion grind out and prevention data, and new or updated inspection and repair procedures for the center wing.

Offerors require proven experience in providing support in the following areas for the various C-130H aircraft structural configurations:

1. Aircraft Modification Support

2. Sustainment and Depot Engineering Support (T.O. 00-25-107 and AFMC Form 202 responses)

3. Logistics Engineering Support

4. Field Representation (temporary duty/off station support)

5. Technical Order Verification and Validation

6. Technical Reports

7. Technical Meetings and Reviews

8. Contractor Program Management (Program Management Reviews/Quarterly Reports)

9. Diminishing Manufacturing Sources & Material Shortages (DMSMS)

10. Drafting support for engineering drawings and Technical Order illustrations

11. International Technical Assistance Requests
