About this opportunity
The Federal Emergency Management Agency (FEMA) National Community Section is soliciting firm-fixed pricing for antenna repair services at the Georgia Emergency Management Agency's BWDS-90 facility in Atlanta. The scope of work encompasses modifying an existing antenna system by installing extension masts to end support wooden poles, upgrading guy cables to center and support poles, and reinstalling the antenna in an inverted V configuration. Key requirements include employing certified tower and antenna personnel, conducting comprehensive testing including VSWR and Distance to Fault sweeps, and restoring disturbed areas upon completion. The government will award the contract to the lowest priced, technically acceptable proposal based on evaluation of three factors: technical approach, past performance, and price. Offerors must submit their responses by December 26, 2025 at 12:00 PM local time, with pricing valid for thirty days after submission; the technical approach and price breakdown must be submitted as separate documents.
This is a total small business set-aside procurement with funding confirmed at or equal to or greater than the Independent Government Cost Estimate. No incumbent contractor is identified in the solicitation documents. The desired period of performance is 45 calendar days or sooner after receipt of the order, with work to be completed at 935 United Avenue SE in Atlanta, Georgia. The government will furnish specified materials including 1/4-inch Phillystran guy cables and OEM ceramic spacers for suspension line installation. Key clarifications from the agency's question-and-answer process confirm that site access is available for man lift equipment, the contractor will not be responsible for antenna RF propagation or coverage after installation due to required dipole modifications, and specific materials such as ceramic spacers will be provided by FEMA. Wage rates for this Georgia-based contract are governed by the Service Contract Act, with rates ranging from approximately $11.15 to $52.20 per hour depending on occupational classification.
