Place of performance is Butler, Pennsylvania. The contractor provides all labor, materials, equipment (load banks, cables, scaffolding, man lifts), and supervision; installs stack test locations; develops and obtains PADEP approval for a test protocol 14 days prior to testing; and submits final reports by December 24, 2026. Work occurs during normal hours (7:00 AM–3:30 PM, Monday through Friday) unless VA management approves alternate scheduling. If testing is rejected due to missing, suspect, or erroneous data, the contractor performs retesting within 14 calendar days at no additional cost. A pre-performance kickoff meeting must occur within 14 calendar days of award.
Performance period runs September 25 through December 24, 2026. NAICS code 541380 (Testing Laboratories and Services); PSC H342.
