About this opportunity

The Selective Service System is soliciting industry input to refine its acquisition strategy and Contract Line Item Number structure for a Business Systems Modernization initiative, with responses due by July 13, 2026. This is a Request for Information only and will not result in contract awards; the RFI serves to inform the Government's development of a commercially sound CLIN structure and pricing strategy prior to formal solicitation.

The Government has prepared a draft Performance Work Statement and is seeking vendor recommendations on three primary areas: appropriate contract vehicles (such as Firm-Fixed-Price, Single-Award IDIQ, or Hybrid structures) with associated advantages, disadvantages, and risks; optimal CLIN organization by functional capability area, phase of performance, deliverables, service categories, or performance objectives; and pricing methodologies, invoicing structures, contract administration practices, and risk allocation approaches. Respondents should identify potential challenges in the draft PWS and recommend strategies to maximize competition and simplify contract administration.

The anticipated contract will employ an IDIQ structure with task orders for discovery, implementation, integration, migration, sustainment, cybersecurity, analytics, and operational support. Work encompasses modernization of legacy systems supporting the agency's six core functions: registration, selection, notification, delivery, classification, and alternative service program administration. The Contractor must deliver interoperable Commercial Off-The-Shelf enterprise capabilities, with mandatory technical compliance including Role-Based Access Control, Multi-Factor Authentication, FIPS-validated encryption, immutable audit logs, Section 508 accessibility, and FISMA Moderate security controls aligned to NIST SP 800-53, FedRAMP where applicable, and DevSecOps principles. Performance standards mandate 99.9% system availability, critical vulnerability remediation within 15 calendar days, and 95% on-time deliverable delivery. Work may be performed at Government facilities, Contractor facilities, or approved remote locations.

Responses should be submitted to Georgette Hendricksen, Contracting Officer, and Cane Toussaint, Contract Specialist, at SSS email addresses by 2:00 PM Eastern Time on July 13, 2026.

Notice text

The Government is seeking industry input to assist in developing a commercially sound and practical CLIN structure, line-item organization and pricing strategy in relation to the draft Performance Work Statement (PWS) provided as an attachment.  The Government has developed the PWS but has not finalized the Contract Line Item Number (CLIN) structure.  The Government seeks industry recommendations regarding the most effective CLIN structure to support commercial pricing practices, contract administration, performance management, and invoicing.  The recommendations from industry will be used to inform and refine the Government's acquisition strategy.  Accordingly, the Government will independently evaluate all recommendations and determine the final contract structure and acquisition strategy.

Please review the attached RFI document which provides more details on this request and the draft PWS attachment.
