About this file
This is a Request for Information (RFI) issued by the Selective Service System (SSS) for market research and acquisition planning purposes regarding the Business Systems Modernization Project. The RFI is not a solicitation and will not result in contract awards; responses are voluntary and the Government will not reimburse respondents for preparation costs.
The RFI seeks industry recommendations on three primary areas: acquisition strategy, Contract Line-Item Number (CLIN) structure, and pricing and administration. For acquisition strategy, the Government requests recommendations on appropriate contract vehicles (such as Firm-Fixed-Price, Single-Award IDIQ, or Hybrid contracts) along with advantages, disadvantages, and associated risks. For CLIN structure, respondents should recommend how to organize CLINs—whether by functional capability area, phase of performance, deliverables, service categories, performance objectives, or other approaches—and identify which services should be separate CLINs, sub-CLINs, or optional CLINs, preferably with sample CLIN schedules. For pricing and administration, the Government seeks recommendations on pricing methodologies, invoicing structures, contract administration considerations, and best commercial practices. Additionally, respondents should identify potential challenges in the draft Performance Work Statement and provide broader recommendations on maximizing competition, simplifying contract administration, and appropriately allocating performance risk. Responses must be submitted by 2:00 PM Eastern Standard Time on Monday, July 13, 2026, to Georgette Hendricksen, Contracting Officer, and Cane Toussaint, Contract Specialist, at their respective SSS email addresses.
