About this opportunity

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has issued a Request for Information (RFI) for the Enterprise Optimization of EPS Systems (E-OPES) project, seeking to streamline and consolidate licensing form submission, processing, validation, workflow, and reporting functions into a fully integrated web-enabled firearm licensing application. The project aims to modernize and enhance ATF's firearms licensing and tracing applications, including eTrace, eForms, the Firearms Licensing System (FLS), and other enterprise platforms, supporting the full lifecycle of applications related to NFA controlled weapons, Federal Firearms Licenses, and firearm importation. Contractors must demonstrate capabilities in program management, application development using Agile methodologies, UI/UX design, security and compliance, quality assurance, and operations, with experience in technologies including Angular, .NET, AWS services, OpenShift, and various development and testing tools. Personnel must possess at least a Secret security clearance, with preference for Top Secret Facility Clearance, and the contractor will need to obtain a Top-Secret Facility Clearance for the work. RFI responses are due by 4:00 PM ET on September 25, 2025, and must be submitted via email to Contracting Officer Amanda Boshears at amanda.boshears@atf.gov, with responses limited to 25 pages and including company information, capabilities, qualified personnel, and estimated pricing.

This opportunity does not currently have any set-aside designation and represents a new requirement rather than a recompete, with the final acquisition strategy including potential small business set-asides to be determined through the RFI process. No incumbent contractors or current service providers are identified in the documentation, indicating this may be either a new initiative or a significant restructuring of existing contracts. While specific budget ranges or award values are not disclosed in the RFI, the comprehensive scope of modernizing multiple enterprise systems suggests this will be a substantial, multi-year engagement requiring significant technical resources and expertise. The primary place of performance will be remote work, with potential on-site requirements in Martinsburg, West Virginia, or Washington, DC. The project encompasses cloud migration to AWS GovCloud or Azure GCC High, containerization, legacy system modernization from Java 8 and .NET applications, and implementation of advanced capabilities including OCR, geomapping, and AI/ML form recognition technologies. The RFI specifically requests staffing estimates based on labor categories and expertise levels, indicating the government is seeking to understand the scale and composition of teams required to execute this modernization effort.
