This is a Sources Sought/Market Survey announcement targeting companies that can provide all necessary materials, labor, equipment, facilities and supervision to fabricate and deliver buoy parts to multiple Coast Guard destinations. The Government anticipates issuing a single solicitation resulting in the award of a Requirements Type contract with fixed-price delivery orders. The contract will include an Economic Price Adjustment for steel and fuel.

The anticipated period of performance is for a base year and four option years with an expected start date on/or about April 2019. The applicable North American Industrial Classification Code (NAICS) is 332999, All Other Miscellaneous Fabricated Metal Product Manufacturing. The Small Business Size Standard is 750 employees. A small business set-aside determination will be made based upon the results of this Sources Sought notice (i.e. if enough small business interest indicates that a set-aside for small business will result in an adequate number of responses for competition purposes).

All responsible sources are requested to complete and return the attached questionnaire by November 15, 2018 not later than 3:00 p.m. via email to Barbara.T.Spruill@uscg.mil and a copy to Catherine.Prestipino@uscg.mil. Please call to confirm receipt of your email and address all requests, comments and questions to Barbara Spruill, Contract Specialist/CTR, at phone number (757) 628-4159.

THIS IS NOT A REQUEST FOR PROPOSAL. This announcement is to gain industry information in the development of the acquisition plan and in no way obligates the Government. No other sources sought notice will be issued. Competition and set-aside decisions shall be based upon the results of this market research. No solicitation exists at this time; therefore, please do not request a copy of the solicitation. This notice is for market research purposes only and is not to be construed as a commitment by the Government, nor will the Government pay for any information obtained or provided by responding parties.
