About this opportunity
The Office of Biomedical Advanced Research and Development Authority (BARDA) within HHS's Administration for Strategic Preparedness and Response seeks to advance investigational Bundibugyo ebolavirus vaccine candidates using a vesicular stomatitis virus (VSV)-based platform through the Rapid Response Partnership Vehicle (RRPV) Consortium, with proposals due July 2, 2026 at 1 p.m. Eastern. Offerors must be RRPV Consortium members at submission.
BARDA anticipates approximately $75 million in total funding for 1–3 awards, with a period of performance up to five years commencing in fiscal year 2026. Place of performance is Washington, DC. The NAICS code is 541714, Research and Development in Biotechnology (except Nanobiotechnology).
Mandatory eligibility criteria require demonstrated development and manufacturing experience with VSV-based filovirus vaccines, an established and currently active manufacturing relationship with a proposed Contract Development and Manufacturing Organization (CDMO) for the specific VSV platform and manufacturing system, and a commitment to provide all produced materials to BARDA or a BARDA-selected partner for testing. Teaming arrangements are acceptable to meet eligibility criteria.
Work encompasses manufacturing process development through production of up to 10,000 doses of cGMP Phase 1 clinical trial material, IND-enabling nonclinical activities, execution of a Phase 1 safety and immunogenicity trial, optional production of up to 100,000 additional doses of clinical trial material (in separate tranches), outbreak trial support, and FDA regulatory engagement. Regulatory engagement focuses on FDA interactions required for IND submission rather than parallel EMA engagement. Cost sharing is encouraged but not required; fee or profit is allowable only on cost-type agreements without cost sharing.
Evaluation weighs technical approach, relevant corporate and capabilities experience, and program management approach more heavily than cost. Proposals must include a technical proposal (30-page limit), detailed cost proposal with Excel spreadsheet, statement of work with milestone payment schedules, and program management plan (5-page limit). Questions and answers have been posted; questions were due June 16 by 3 p.m. Eastern.

UPDATE: Question and Answers attached in documents. Date for submission revised to July 2, 2026.
The Office of Biomedical Advanced Research and Development Authority (BARDA), within the Administration for Strategic Preparedness and Response (ASPR) at the U.S. Department of Health and Human Services (HHS) seeks to use the Rapid Response Partnership Vehicle (RRPV) Consortium, an enterprise partnership in collaboration with industry and academia to facilitate research and development activities as follows:
The purpose of this RPP is to advance investigational BDBV vaccine candidates leveraging the VSV vaccine platform, which has demonstrated single dose protection in past EBOV outbreaks.
Work includes manufacturing process development through production of initial current Good Manufacturing Practice (cGMP) Phase 1 clinical trial material (CTM), with a goal of up to 10,000 doses. Early regulatory engagement will inform the critical-path IND-enabling nonclinical. The proposed approach must describe how any available platform efficiencies from prior or ongoing platform development and manufacturing to accelerate the path towards cGMP CTM production and IND submission under the U.S. FDA. Additional activities include a Phase 1 safety and immunogenicity trial as well as options for production of up to 100,000 doses of cGMP CTM.
The end goal of this effort is (1) to produce cGMP CTM and meet regulatory requirements to enable use of investigational candidate(s) in a clinical trial for the ongoing 2026 BDBV outbreak and (2) to identify successful BDBV vaccine candidates for potential further development.
Please see the attachments for more information.
Questions are due June 16, 2026 by 12 p.m. Eastern. Proposals are due by June 26 at 3 p.m. Eastern.
