About this opportunity
The Naval Supply Systems Command is preparing to solicit Strategic & Operational (S&O) Support Services to the Bureau of Medicine and Surgery (BUMED), with a sources sought response deadline of August 4, 2026 at 1500 hours EST; this is a sources sought notice only and does not constitute a formal solicitation or commitment to award.
Work will be performed primarily at BUMED headquarters in Falls Church, Virginia, supporting Navy Medicine's four critical lines of effort: delivering expeditionary medicine systems, increasing deployability, providing quality healthcare and patient safety programs, and recruiting and retaining Navy Medicine personnel. Contractor personnel must maintain appropriate security clearances and comply with Navy protocols. Services span nine core functions including clinical and business modernization, strategic management, project analysis and decision support, training and education, data management and visualizations, correspondence management, strategic communications, integration, and knowledge management. The contractor will provide executive-level strategic advisory support, conduct organizational assessments and process improvement initiatives, develop policy recommendations, support strategic communications and stakeholder engagement, and facilitate cross-functional collaboration on critical healthcare and operational initiatives.
The current requirement is being satisfied under multiple-award IDIQ contracts (N0018921DZ036 through N0018921DZ041), structured as Cost Plus Fixed Fee with allowances for Fixed Price task orders and reimbursable travel. Any future solicitation will fall under NAICS 541611 and will be released on NECO at www.neco.navy.mil. Responses must not exceed four typewritten pages in 12-point font and should include company information, small business designations, capabilities statement, facility security clearances, DCAA accounting system status, and past performance from up to three relevant contracts within the past five years. Inquiries should be directed to Thomas Jakubowski at Thomas.jakubowski@navy.mil.
