About this opportunity
The United States Department of Agriculture Agricultural Research Service's Plains Area is soliciting quotes for bull semen collection and sorting services for Raramuri Criollo cattle research. The solicitation, identified as RFQ #12805B25Q0083, seeks a contractor to collect semen from two bulls, process it through sexed-semen sorting, and produce 500 semen straws with the goal of generating nearly 100% female calves. The contract will be awarded using a lowest price technically acceptable evaluation methodology, considering technical acceptance, past performance, and price. Interested offerors must submit their quotes via email to James Porter by 4:00 PM Central Time on January 14, 2025, and must have an active SAM.gov registration with completed representations and certifications. The solicitation incorporates various Federal Acquisition Regulation (FAR) clauses and will result in a firm-fixed-price purchase order.
This procurement is a total small business set-aside under NAICS code 112111 with a size standard of $2.5 million. The place of performance is the PA Range Management Research facility located at 17000 Jornada Road in Las Cruces, New Mexico. The contractor will be responsible for boarding the bulls for 2-4 weeks, transporting them to and from the collection facility, performing semen collection, and cryopreserving the sorted semen in straws for artificial insemination. A New Mexico-based facility is preferred to minimize animal transport stress and reduce potential legal complications. The processed semen will be used during breeding season to artificially inseminate female Raramuri cows, with the ultimate objective of preserving and propagating this rare cattle genetic resource through predominantly female offspring production.
