About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base intends to award a contract modification to Textron Aviation Defense on a sole-source basis for additional capabilities and operational support for the T-6C Texan II Trainer Aircraft Fleet under the Building Partner Capacity program, with an estimated contract value in the range of greater than $750,000 and less than $15 million.
The justification cites FAR 6.302-1(a)(2), only one responsible source. Textron Aviation Defense, as the original equipment manufacturer of the T-6C aircraft, holds exclusive access to the T-6C Mission Planning System navigation software, source data for Country Standard Technical Orders, technical data packages, and supply chain management capabilities that no other contractor can replicate without prohibitive costs and operational risks. The modification represents Tranche 5, the fifth and final tranche of a multi-year acquisition, following Tranches 1–4 awarded to Textron Aviation Defense in August 2022 and August 2023 under contract FA8617-22-C-6238. An RFI posted to SAM.gov from March 18 to April 11, 2025 confirmed Textron Aviation Defense's unique capabilities. Supplies and services include a Mission Planning System for 12 aircraft, Country Standard Technical Orders comprising 27 updated manuals, T-6 trainer aircraft spares and accessories, support equipment, and program technical support. Contract performance is scheduled to begin in April 2026 and conclude in September 2028. The Contracting Officer determined the anticipated cost to be fair and reasonable based on certified cost and pricing data, technical analysis, and Defense Contract Management Agency input. The contract uses Firm-Fixed-Price and Cost-Reimbursable contract types.
