About this file

This is a Justification and Approval (J&A) document for a sole-source contract modification under the authority of FAR 6.302-1(a)(2).

The Department of the Air Force, Air Force Material Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), Training Directorate, Legacy Training Aircraft Division (LTAD), International Branch (WNDI) seeks to modify contract FA8617-22-C-6238 to provide additional capabilities and operational support for the Fleet of T-6C Texan II Trainer Aircraft under the Building Partner Capacity (BPC) Program. This is Tranche 5, the fifth and final tranche of a multi-year acquisition, with an estimated contract cost in the range of greater than $750K and less than $15M, using Firm-Fixed-Price (FFP) and Cost-Reimbursable (CR) contract types. Contract performance is scheduled to begin in April 2026 and conclude in September 2028. The supplies and services required include a Mission Planning System (MPS) for each aircraft (12 total), Country Standard Technical Orders (CSTOs), updated with 27 manuals and T-6 Trainer aircraft spares and accessories, support equipment, and program technical support.

Textron Aviation Defense (TA Defense) is identified as the sole responsible source, having been awarded Tranches 1-4 in August 2022 and August 2023. The justification establishes that TA Defense, as the original equipment manufacturer (OEM) of the T-6C aircraft, possesses unique qualifications including exclusive access to the T-6C Mission Planning System navigation software, source data for CSTO updates, technical data packages, and supply chain management capabilities that no other contractor can replicate without prohibitive costs and operational risks. An RFI posted to SAM.gov from March 18 to April 11, 2025 confirmed TA Defense's unique capabilities. The document emphasizes that introducing a new contractor would create unacceptable administrative burden, knowledge transfer challenges, and risks to mission readiness. The Contracting Officer determined the anticipated cost to be fair and reasonable based on certified cost and pricing data, technical analysis, and Defense Contract Management Agency input.
