About this opportunity

The Department of the Navy Naval Facilities Engineering Command seeks paint and flooring repairs to Buildings FC371 and FC372 at Camp Lejeune, North Carolina, with proposals due June 11, 2026. This procurement is restricted to four pre-qualified NAVFAC indefinite delivery contractors: T.E. Davis Construction Company, Joyce & Associates Construction Inc., Olympic Enterprises Inc., and Quadrant Construction. A mandatory site visit is scheduled for May 7, 2026, at 0900 hours at Building FC371.

Place of performance is Camp Lejeune, NC. The NAICS code is 236220, Commercial and Institutional Building Construction; PSC is Z2JA, Repair or Alteration of Museums and Exhibition Buildings.

Work includes surface preparation, painting, and flooring replacement in both buildings, which will remain operational throughout construction. Contractors must minimize interference with normal operations and coordinate scheduling with the point of contact. Building FC371 is a Barracks for Enlisted Quarters that tested negative for lead; Building FC372 is likewise a BEQ in French Creek on Barker Street. For Building FC371, work encompasses 136,903 square feet of paint and 32,863 square feet of LVT flooring plus cove base and sealer. For Building FC372, quantities are identical. Paint specifications require compliance with Master Painters Institute standards from the Approved Product List, with specific coatings mandated by substrate type (latex direct-to-metal semi-gloss on metal, eggshell/satin on interior walls, semi-gloss on wood, Loxon masonry coating on exterior masonry). LVT flooring must meet ASTM F1700 Class III with polyurethane surface treatment; epoxy resinous flooring is required in common areas and stairwells. All flooring surfaces must be sealed and sealed with Ardex floor sealer or equivalent prior to installation. Contractor must submit hazardous materials plan, manufacturer product specifications and technical data on two marked CDs.

The estimated cost range is $1 million to $5 million per Amendment 0001 (issued April 27). Contract completion is 540 days after award. Davis-Bacon Act prevailing wage applies per General Decision NC20260010 (effective January 2, 2026), with liquidated damages at $880 per calendar day. Award will be made on a lowest-price basis. Bond requirements apply based on proposal value: payment and performance bonds for proposals of $150,000 and greater (bid bonds at 20% of proposal amount). Questions are due June 1, 2026, at 3:00 PM EST. Offerors must acknowledge receipt of all amendments (Amendments 0001, 0002, and 0003 issued April 27–30 and May 27) prior to proposal submission or risk rejection. Contractor must comply with base environmental training and requirements, including Environmental Management System training within 30 days of work start, and hold Superintendent, Quality Control Manager, and Safety & Health Officer qualifications as defined in project specification.
