About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base has issued a Special Notice for a Building Entry System Upgrade and Maintenance contract. This is a sole source procurement under simplified acquisition procedures in accordance with FAR subpart 13.5 for commercial products. The contract will be awarded to CertaSite, located at 123 South Keowee Street in Dayton, Ohio, as the only authorized partner capable of providing the required Hirsch entry system services. The procurement is structured as a firm-fixed-price award and is categorized under NAICS code 513210 (Software Publishers) and PSC code 7E20 (IT and Telecom services). The notice was posted on August 21, 2025, with responses due by August 29, 2025.
The contract's primary objective is to upgrade and maintain a Hirsch entry system at Wright Patterson Air Force Base, specifically involving the installation of four RREB Boards, replacement of perimeter readers with new OSDP Hirsch readers, firmware updates for panels and switches, and relocation of bridge readers to a second floor panel in Buildings 266/262. Interested contractors must submit capability statements, proposals, or quotations with clear and convincing evidence of their ability to perform the required services by 2:00 PM EST on August 29, 2025. The sole source justification is based on CertaSite being the only licensed partner authorized to perform these specialized services in the local area. While this is intended as a single-source procurement, the government has stated that all responsible sources may submit responses, and the final determination on whether to compete the action remains at the government's discretion. An Ombudsman, Colonel Paul W. Tinker, has been appointed to address contractor concerns during the proposal development process.
