About this opportunity

The Southwest Regional Maintenance Center (SWRMC), operating under the Department of the Navy Naval Sea Systems Command, is conducting market research for building emergency evacuation mapping services across three naval installations: Naval Base San Diego, Naval Air Station North Island, and Naval Base Point Loma. The procurement requires vendors to create interior drawings showing workstations and desks in each room, along with comprehensive Building Emergency Evacuation Maps with frames for all 25 buildings across the three locations. Vendors must provide digital copies of floor plans and evacuation plans using either Visio or CAD software, with specific requirements for scaled drawings that include room types, doors, exit locations, fire safety equipment, and automated external defibrillators. The evaluation will be conducted on a best value basis, considering both price and design quality. Interested companies must submit letters of interest by August 6, 2025, at 10:30 AM PST, including company details, SAM Unique Entity ID, business size, contact information, and capabilities description.

This opportunity is designated as a Total Small Business set-aside under NAICS code 541370 (Surveying and Mapping Services), with preference given to small business vendors located within a 100-mile radius of the naval installations. No incumbent contractors or current service providers are identified in the announcement. While no specific contract value or budget range is disclosed, the scope encompasses mapping services for 25 buildings across three separate military installations. The required delivery date for the completed mapping project is September 26, 2025, with delivery to SWRMC Building 94, Room 108 in San Diego, California. Vendors will require on-base access to complete the project, and the government emphasizes this is a sources sought announcement for acquisition planning purposes with no guarantee of future procurement.
