About this opportunity
The General Services Administration Federal Acquisition Service Assisted Acquisition Services Region 8 has awarded a contract modification to SPEC, LLC under a limited-source justification, adding approximately $832,204.09 in Building Automation System work to support DISA Computing Services data center operations. The total estimated contract value following modification is approximately $2,342,052.73.
The Government cites 41 U.S.C. Section 3304 as statutory authority, justifying non-competitive award on the basis that SPEC, LLC possesses site-specific knowledge, system familiarity, technical documentation, and established procedures necessary to immediately integrate the work within the required timeframe without disrupting mission-critical operations. The modification addresses aging and failing BAS equipment at DISA facilities, replacing components and aligning the system with configurations used across other DISA locations to improve reliability, maintainability, and response times. Prior market research identified multiple vendors capable of competing for long-term follow-on requirements; however, the immediate, non-severable nature of this modification and tight scheduling constraints necessitate award to the incumbent. The work supports eight DISA data center locations: Montgomery AL, Columbus OH, San Antonio TX, Salt Lake City UT, Mechanicsburg PA, Oklahoma City OK, Honolulu HI, and Yokota JP. The existing contract employs Firm-Fixed Price, Time and Materials, and Direct Reimbursable Travel contract structures. Contracting Officer Rosalind Cherry (rosalind.cherry@gsa.gov) will determine fair and reasonable pricing through comparison to existing contract rates, historical prices, and independent Government estimates.
