About this opportunity

The Department of the Air Force United States Armed Forces in Europe and Africa is seeking a contractor to design, deliver, and install a complete building automation system (BAS) utilizing BACnet/IP based controllers, electric cabinets, sensors, and actuators for HVAC systems across multiple buildings. The contractor must deliver field devices, electric cabinets with integrated BAS software, commissioning services, and as-built documentation across two phases of work, with Phase 1 involving renovation of an existing building and Phase 2 involving construction and integration of a new facility. All work must conform to standard commercial practices, technical regulations for workplaces, and electrical TUV/VDE requirements, with comprehensive testing and balancing of all controllers and applications required. The solicitation does not specify explicit evaluation criteria in the provided notice text, though technical compliance with international standards and commercial best practices appears paramount. The Pre-Solicitation Notice was posted on March 30, 2026, with a deadline for proposal submission on April 14, 2026.

No set-aside designations have been applied to this procurement opportunity. The notice does not identify any incumbent contractors or current service providers. Specific award values and budget ranges are not disclosed in the Pre-Solicitation Notice provided. The project is structured in two distinct phases with Phase 1 covering an existing building's renewal with new HVAC systems and BAS installation across heating circuits, hot water preparation, utilities rooms, telecom rooms, and connections to air handling units, metering systems, and cooling units, while Phase 2 addresses a new building with comparable automation infrastructure including heating circuits for vehicle bays and utilities room connections. The complete scope of work encompasses field device delivery, cabinet fabrication, custom software development, system commissioning, and comprehensive documentation across both phases.
