About this opportunity

The National Renewable Energy Laboratory (NREL), supporting the Department of Energy's Building America Program, is soliciting subject matter experts to provide technical support services focused on residential building energy efficiency and performance. The procurement seeks multiple labor hour and expenses subcontracts to engage leading experts in research, field validation, analysis, and technical support for energy-efficient building technologies, with emphasis on moisture, humidity, infiltration, envelope upgrades, new construction, retrofits, and whole home solutions. Contractors will conduct modeling and analysis, data collection, industry analysis, market scaling support, and knowledge transfer activities to provide actionable guidance to industry stakeholders. Proposals will be evaluated using a best value selection process based on four qualitative merit criteria: Technical Expertise and Industry Experience (30%), Research, Analysis, and Technical Output (30%), Collaboration and Workforce Development (20%), and Knowledge Transfer (20%), with qualitative merit weighted more heavily than price. However, this solicitation has been cancelled as of July 24, 2025, according to Amendment 02, despite originally having technical questions due by July 14, 2025, and proposals due by August 4, 2025.

This procurement does not utilize any set-aside designation and is classified under NAICS code 541690 for Other Scientific and Technical Consulting Services with a small business size standard of $19 million in average annual receipts. No specific incumbent contractors or award values are mentioned in the solicitation documents, though the contract structure includes a 12-month base performance period with four potential 12-month option periods, totaling up to 60 months of engagement. Individual work orders up to $10,000 can be authorized without additional pre-approval, and compensation will be based on fixed hourly rates for different labor categories plus reimbursable expenses following federal government guidelines. The place of performance is listed as Evergreen, Colorado, where NREL is located. Task assignments under the contract would have ranged from a few weeks to one year, with some requiring short-notice turnaround within two business days, and deliverables would have included technical reports, conference papers, presentations, datasets, and stakeholder engagement documentation.
