About this opportunity

The Bureau of Reclamation's Denver Federal Center is seeking a contractor to provide comprehensive service, maintenance, and technical support for their Physical Access Card System (PACS) and related electrified door hardware across three building locations. This pre-solicitation notice is intended for acquisition planning purposes to gather capability statements from interested firms rather than to solicit actual proposals at this time. Key requirements include providing on-site technician response within four hours of service requests during normal business hours (6 AM to 6 PM, Monday through Friday, excluding Federal Holidays), maintaining inventory of Hirsch and Identiv equipment along with general electrified door hardware, and delivering comprehensive diagnostics and repair capabilities for all system components. The government will evaluate capability statements based on firms' previous experience performing similar work to determine the appropriate procurement strategy and whether any set-asides are warranted. Interested contractors must submit their capability statements by December 15, 2025, with the pre-solicitation notice having been posted on December 1, 2025.

No set-aside designations have been designated for this procurement, and no current contractor or incumbent is identified in this notice. The pre-solicitation announcement does not provide specific contract value information or the total anticipated award amount. Service coverage is required at three discrete locations within the Denver Federal Center: Building 53 Room J110, Building 56, and Building 67, though the notice does not specify the duration of the anticipated service contract or whether this represents a new procurement or replacement of existing services. The government explicitly states that it does not intend to award a contract based on this notice or otherwise compensate respondents for information provided in their capability statements.
