About this opportunity

The Department of the Air Force Air Combat Command seeks interior painting services for Building 2422 dormitory at Mountain Home Air Force Base, Idaho, with sealed bids due September 17 at 2:00 PM MDT. The procurement is a total small business set-aside under NAICS 238320 (Painting and Wall Covering Contractors).

The scope requires two coats of Sherwin-Williams 8180 Almond White Semi-Gloss latex paint applied to 107 dormitory rooms including bathrooms and two end stairwells, covering approximately 81,000 square feet of walls and ceilings. The Government will complete all surface preparation (patching, spackling, sanding, cleaning, and spot-priming) before releasing rooms for painting. The contractor must provide all labor, supervision, materials, tools, equipment, and insurance. Rooms will be unoccupied during work, and no design requirements apply. Work must commence within 14 calendar days of award and complete within a fixed 60-calendar-day performance period. Performance and payment bonds are required if contract price exceeds $150,000; if between $35,000 and $150,000, the Contracting Officer will select either a payment bond or an irrevocable letter of credit, both required before work commencement.

Paint application via airless spraying with back-rolling is permitted on all wall and ceiling surfaces. The contractor must achieve defect-free institutional finishes with sharp cut-in lines and no lap marks, holidays, runs, sags, drips, or texture irregularities. Work progresses sequentially from top floor downward through four phases, including Phase 1 mockup room sign-off. Base access requires SF Form 30 submission after award. Prevailing wage rates apply per Department of Labor General Decision ID20260020. Evaluation is price alone. Amendment 001, issued September 14, extended the due date from September 16 and added construction clauses and responses to RFIs. A site visit was conducted September 9, 2026; attendee list and RFI responses are posted. Contracting Officer: Tyler Sapiens (tyler.sapiens@us.af.mil, 208-828-7043).
