About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood is seeking contractors for a comprehensive roof replacement and interior repair project at Building 2413 located at Fort Bliss, Texas. The project encompasses removing the existing roofing system and installing a new fully adhered 72 mil TPO roofing system with R-38 insulation and 5/8-inch glass-mat roof board, designed to meet manufacturer's 30-year warranty requirements with 120 mph wind speed coverage. Additionally, the scope includes interior work involving the removal and replacement of hard ceilings in three specific rooms, followed by priming and painting to match existing colors. Contractors must comply with Unified Facilities Criteria for roofing, utilize components from a single manufacturer, and employ installers certified by the proposed manufacturer for at least five years. The pre-solicitation notice was posted on July 24, 2025, with a response deadline of August 8, 2025, though specific dates for the solicitation issuance, pre-bid conference, and question submission deadline remain to be determined.
This opportunity is designated as a Service-Disabled Veteran-Owned Small Business set-aside under NAICS code 238160 for Roofing Contractors. The contract includes a 120-calendar day performance period following the Notice to Proceed, during which all work must be completed while the facility remains occupied. The interior repair work specifically targets three rooms: Room 314 measuring 16' x 15', Room 323 measuring 15' x 7', and Room 320 measuring 15' x 7'. The contractor must provide all labor, materials, related fees, and services necessary for project completion in compliance with regulatory codes and safety standards. While no specific contract value is mentioned in the pre-solicitation notice, the project's scope suggests a substantial construction undertaking given the comprehensive roofing system replacement and multi-room interior renovations required. No incumbent contractors or previous award information is identified in the available documentation.
