The purpose of this Amendment No. 6 is to answer the two questions received prior to the cut-off of August 9th, 2018. The proposal due date remains August 16th, 2018 by 2:00 pm MT. See Attached.

The purpose of this Amendment No. 4 is to extend the proposal due date by two weeks to allow for questions asked to be answered. The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals on a full and open basis from all interested businesses having the capability to perform the work described below. This solicitation is being issued on FBO.  Proposal documents are available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications are available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available.

Description:
The National Park Service (NPS), Department of Interior, is seeking responses from construction contractors who have the capability and interest in a single construction contract to build safety compliant cave tour structures.

Details: The work includes, but may not be limited to:

The scope of this project requires demolition and subsequent construction (or refurbishment) of select trail features and supporting elements to provide safe access for visitors touring Jewel Cave. The existing facilities to be replaced or refurbished include over 1,550 square feet of aluminum platform grating, approximately 720 aluminum stair treads, 2,750 linear feet of aluminum guardrail/handrail, and 820 square feet of aluminum bridge structures. New construction will include replacing the demolished elements described above with new stainless steel components. New construction also includes the installation of approximately 2,300 linear feet of concrete curbing and 1,000 square feet of concrete sidewalk. This project will also require that select upgrades be made to the existing electrical system to support new lighting installations included in this work. All work will be performed in a highly sensitive, subterranean environment necessitating a high level of effort to ensure the protection of irreplaceable natural resources. Protection of resources during construction will be of paramount concern.

Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror's technical capability in comparison to its price.

Estimated Price Range: $1,000,000.00 to $5,000,000.00

Estimated Period of Performance: October 15, 2018 - April 17th, 2020

Proposal receipt date is August 2nd, 2018, 2:00 pm MDT.

A pre-proposal meeting is noted in the Section L of the solicitation.
It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns.
