Demolition
Existing facilities to be replaced or refurbished
New construction replacing demolished elements
Replace with new stainless steel components
Concrete curbing/sidewalk and electrical system

IFB VERSUS RFP

In the invitation for bid (IFB), FAR Part 14, process, a public bid opening occurs when the bids are due and the prices are read to the public
There can be no discussion
No correction of mistakes in most cases
Award is always to the low responsible bidder

IFB VERSUS RFP

In the Request for Proposal (RFP), FAR PART 15, process

After closing, the process is “closed” - information will be not be available until time of award
Only Awardee identity and price is disclosed-not other offerors or their prices
The Government will award based on best value criteria
There can be clarification, and/or discussions
Award may not always be to the lowest offered price

WHAT IS THE CONTRACT PERIOD?

Construction period is 550 calendar days after receiving the Notice to Proceed

WHAT YOU MUST SUBMIT

Section L of the RFP details the required information and format for the proposal
3 Volumes are required plus 1 flash drive for a total of (4)
VOL 1 – Technical/Past Performance
VOL 2 – Business/Price

VOLUME 2

BUSINESS/PRICE

Offeror portion of SF1442
Section B – Insert all required pricing
Section K - Complete and insert representations and certifications (return those in Section K)
Complete Electronic Representations and Certifications in System Awards Management – website SAM.gov
Subcontracting Plan if required (large business only)
Include the Supplemental information form

VOLUME 1

TECHNICAL/PAST PERFORMANCE

NO PRICES/COSTS IN THIS VOLUME

Provide at minimum 5 Relevant Projects completed within the last five years
Past Performance Questionnaires for relevant contracts completed in the last five years. (Complete A PART B)
Reference questionnaires should be submitted with your proposals for Relevant projects.
DO this early – make sure they are sent to them prior to closing date of the solicitation.

VOLUME 1

TECHNICAL/PAST PERFORMANCE, CONT’D

Review Section L closely. Instructions on what to submit for evaluation.
Review Section M closely. How we’re going to evaluate what you submit.

PROPOSAL DUE DATES

Proposal Due Date is August 2nd, 2018 by 2:00 pm MT
Proposal must be signed by officer of your company
No facsimile or electronic offers will be accepted.

Process is detailed in RFP Section M
Carefully review Section M when preparing proposal
Comply with Section L requirements
Technical/Past Performance is approximately equal to Price
Failure to furnish a complete proposal may result in elimination from consideration !!

BEST VALUE AWARD DECISION

Best Value is defined as an award based on the greatest overall benefit in response to the requirement. Award is based on price and other non-price/cost related factors.

AWARD

The contractor whose proposal provides the BEST VALUE to the Government.

TECHNICAL/PAST PERFORMANCE IS APPROXIMATELY EQUAL TO PRICE

THE BEST VALUE MAY NOT BE THE LOWEST PRICE

IMPORTANT REMINDERS

Submit a complete proposal in accordance with Instructions Award without discussions is intended, so you may not have an opportunity to revise/correct Award in this process does not necessarily mean the lowest price wins

ANSWERS TO QUESTIONS

All questions, should be in writing, and sent electronically to joy_ewalt@nps.gov AND dave_thomas@nps.gov the official Government responses will be in an amendment to the solicitation on fbo.gov.
All addendums, issued by an amendment, will be posted to fbo.gov
