About this opportunity

The Federal Highway Administration is preparing to solicit an independent insurance advisor contract for the Build America Bureau, with a response deadline of October 29, 2026. This is market research via sources sought notice; no set-aside is anticipated.

The Build America Bureau finances infrastructure projects through federal credit programs, primarily TIFIA (Transportation Infrastructure Finance and Innovation Act) and RRIF (Railroad Rehabilitation and Improvement Financing). The advisor must provide seven task areas: screening assessments at early project stages; pre-closing risk due diligence on insurance architectures and contractual risk allocation across diverse asset classes (highway toll projects, transit systems, intercity rail, freight rail, ports, aviation, transit-oriented development); negotiation support for insurance representations and covenants; post-closing portfolio monitoring; claims and loss event assessment; evaluation of public entity self-insurance programs and captives; and strategic advisory support.

The contractor must be an independent advisor with no conflicts of interest from placement commissions or brokerage revenue. Deep expertise is required in commercial insurance lines (property, liability, environmental, political risk, construction), project finance, debt structuring, and federal lending mandates. Credentials such as CPCU or ARM designations are expected. Proposed NAICS codes are 524298 (All Other Insurance Related Activities) and 524210 (Insurance Agencies and Brokerages); proposed PSC codes are R499 (Support Professional: Other) and R708 (Support Management: Financial Services). Work performance is nationwide across diverse infrastructure asset classes. Responses limited to seven pages (plus cover page) are due October 29, 2026, at 10:00 AM EDT to Khadija.Osman@dot.gov and Carolyn.Lethert@dot.gov. Questions are accepted through September 18, 2026. The FHWA is also soliciting feedback on acquisition strategy, contract structure, pricing mechanisms, and operational requirements.
