About this opportunity

The Federal Highway Administration is conducting market research to identify sources for an anticipated contract for real estate appraisal and valuation services supporting the Build America Bureau, with responses due November 5, 2026. This is a sources sought notice, not a solicitation commitment.

The Build America Bureau administers TIFIA and RRIF direct lending, loan guarantees, and credit lines across highways, transit, intercity and freight rail, ports, aviation, and transit-oriented development. The agency historically obtained appraisals through financial advisors but anticipates increased direct procurement as TOD transaction volume grows. Work is nationwide with coverage across diverse property classes including market-rate multifamily, LIHTC and income-restricted housing, mixed-use, retail, office, hospitality, senior and student housing, structured parking, and ground-leased interests.

Contractors must hold active USPAP and Yellow Book (Uniform Appraisal Standards for Federal Land Acquisitions) certifications and demonstrate expertise across five core service categories: pre-closing appraisal review and technical due diligence, comprehensive appraisal reports with multiple valuation scenarios and net liquidation value conclusions, market feasibility and absorption studies, post-closing portfolio valuation and monitoring, and programmatic guidance and streamlined frameworks. The applicable NAICS codes are 531320 (Real Estate Appraisals), 541990, and 541219; PSC codes are R411, R499/R429, and R704.

FHWA is soliciting feedback on contract vehicle preference (multiple-award IDIQ, single-award arrangements, BPA, or government-wide vehicles), task order award procedures, conflict-of-interest management simplifications, pricing approaches, and timeline acceleration. The agency considers small business, 8(a), HUBZone, SDVOSB, and woman-owned firm availability in structuring the procurement. Questions on scope close September 22, 2026; responses must not exceed seven pages in Word or PDF format with 12-point font. Submit to Carolyn.Lethert@dot.gov and Myla.Wyatt@dot.gov.
